01征集背景Background
西兴老街历史悠久,最早可追溯至春秋时期,越国大夫范蠡在此筑城拒吴,时称固陵,后改西陵为西兴至今。作为浙东运河的源头,它是连接钱塘江与京杭大运河的重要节点,曾是南来北往的交通要冲和商旅繁盛之地,被誉为“两浙门户”“浙东首地”。明清时期,西兴老街凭借独特的地理位置,成为运河漕运的重要枢纽。西兴老街还是“浙东唐诗之路”的起点,李白、杜甫、白居易等历代名家都曾在此留下壮丽诗篇,使其成为文学与历史交融的文化地标。2002年,西兴老街被列入杭州市十大历史保护街区之一。新一轮历史文化街区保护正在编制中,对保护范围、保护内容提出了新的要求。规划提出按世界文化遗产保护管理要求,高标准严格保护西兴街区,保护“真实的、完整的历史文化遗存”,合理利用历史文化遗产,延续地方运河文化传承。
Xixing Old Street has a long history,which can be traced back to the Spring and Autumn Period.Fan Li,a doctor of the State of Yue,built a city here to reject Wu.At that time,it was called Guling,and later Xiling was changed to Xixing until now.As the source of the East Zhejiang Canal,it is an important node connecting the Qiantang River and the Beijing-Hangzhou Grand Canal.It was once a vital transportation hub connecting the north and south,and a prosperous center for merchants and travelers.It is known as the“gateway to the two Zhejiangs”and“the first place in eastern Zhejiang”.During the Ming and Qing Dynasties,Xixing Old Street became an important hub for canal transport(especially for tribute grain during the Ming and Qing dynasties)with its unique geographical location.Xixing Old Street is also the starting point of the“Tang Poetry Road in Eastern Zhejiang”.Li Bai,Du Fu,Bai Juyi and other famous writers of all generations have left magnificent poems here,making it a cultural landmark of the blend of literature and history.In 2002,Xixing Old Street was listed as one of the top ten historical protection blocks in Hangzhou.A new round of historical and cultural block protection is being prepared,and new requirements are put forward for the scope and content of protection.The plan proposes to strictly protect the Xixing block with high standards in accordance with the requirements of the protection and management of world cultural heritage,protect the”authentic and intact historical and cultural heritage”,make rational use of historical and cultural heritage,and continue the cultural inheritance of local canals.
02征集内容Collection Content
(一)设计范围:
城市设计范围:东至风情大道(滨江区界)南至滨安路,西至江陵路,北至北塘河,总面积1.12平方千米(即112公顷),其中含西兴历史文化街区范围53.08公顷,核心保护区面积18.36公顷。
重点研究范围:陈家弄区域,位于西兴街区的东侧(沿官河两岸,东至风情大道,西至西兴路),用地面积约4.32公顷,是近期重点启动建设的区域,也是近期形成功能板块和形象的重要区域。
Urban design scope:east to Fengqing Avenue(Binjiang District boundary),south to Bin’an Road,west to Jiangling Road,and north to Beitang River,with a total area of 1.12 square kilometers(i.e.,112 hectares),which includes 53.08 hectares of the Xixing Historical and Cultural Block area,with 18.36 hectares being the core protected area.
Focus on the scope of research:Chenjia Lane area,located on the east side of Xixing Block(along the banks of the Guan River,east to Fengqing Avenue,west to Xixing Road),with a land area of about 4.32 hectares,is an area to be launched in the near future,and it is also an important area for the formation of functional plates and images in the near future.
(二)设计要求
本次方案综合设计主要有四个方面,一是总体功能策略,对片区本身及周边城市功能的分析,提出历史街区打造的目标和定位,分区分段提出功能业态。二是城市设计,总体空间设计,其中核心保护范围内保留原住民维护文化,部分功能转换、公共空间梳理和软观景提升;建设控制地带进行风貌衔接,景观塑造、建筑改造、功能补充;外围片区,完善片区功能,入口人群导入,塑造片区IP形象。对交通组织、人流引导、功能服务、建筑空间形态进行方案设计。三是重点设计方案,对陈家弄片区进行重点设计片区,针对新建、改建,植入业态,节点形象,单体建筑等进行进一步深化设计。四是综合运营策划和实施,对区域范围内的业态、功能进行布局,测算各类功能的容量,对方案整体实施的时序、投入产出分析,主要引入业态资源的列表等。
There are four main aspects of the comprehensive design of this plan.First,the overall functional strategy is to analyze the functions of the area itself and the surrounding cities,put forward the goals and positioning of historical blocks,and put forward functional formats in different sections.The second is urban design,overall space design,in which the core protection scope retains the aboriginal maintenance culture,some functional transformation,public space combing and visual amenity improvement;the construction control area is connected with style,landscape shaping,architectural transformation,and function supplementation;the peripheral area enhance the area’s functions,improve pedestrian access and flow,and shape the district’s unique identity(IP)..The scheme design is carried out for transportation organization,crowd guidance,functional services and building space form.The third is the key design plan,carry out the key design area of the Chenjia Nong area,and further deepen the design for new construction,reconstruction,implantation of business formats,node images,monomer buildings,etc.Fourth,comprehensive operation planning and implementation,layout of business formats and functions within the region,measure the capacity of various functions,analyze the timing,input and output of the overall implementation of the plan,and mainly introduce the list of format resources.
03竞赛规则Competition Rules
本次国际方案征集包括“入围评审”和“中选评审”二个阶段。
This international program collection includes two stages:shortlisted review and selected review.
第一阶段方案入围:
征集主办单位发放设计资料,应征机构根据要求提交相关规定及任务书要求提交设计成果文件。征集主办单位组织评审委员会,对报名的设计机构的综合实力、主创及团队的业绩和经验等进行综合评审,从中择优选取5家入围设计机构,并对入围方案出具书面评审意见。
第二阶段中选评审:
入围方案汇报经过现场汇报后评选出入围排序以及中选方案。优胜单位负责成果整合并深化概念方案。深化工作至少包括以下内容:
1、根据专家及主办单位意见,整合其他设计单位的设计优点,形成深化方案成果。
2、对重点研究范围内的建筑方案进行深化设计,达到初步设计深度。
3、提供可以指导控规完善土地出让规划设计条件的设计成果。
4、深化阶段设计团队须联合具有文物保护甲级的单位参与,其他事宜在设计合同中进一步明确。
The first phase of the program is shortlisted:
The organizer shall be solicited to issue design materials,and the applicant organization shall submit the relevant regulations and the task document according to the requirements.Call for the organizer to organize a review committee,conduct a comprehensive review of the comprehensive strength of the registered design institutions,the performance and experience of the main creators and the team,select five shortlisted design institutions,and issue written review opinions on the shortlisted plan.
The second stage of the selection review:
After the on-site report,the shortlisted plan will be selected.The winning unit is responsible for integrating the results and deepening the concept plan.The deepening work includes at least the following contents:
1.According to the opinions of experts and organizers,integrate the design advantages of other design units and form the results of the deepening plan.
2.Deepen the design of the architectural scheme within the scope of key research to reach the preliminary design depth.
3.Provide design deliverables that can guide the refinement of the regulatory plan and inform the planning and design conditions for land conveyance..
4.In the deepening stage,the design team shall participate in conjunction with units with Class A of cultural relics protection,and other matters shall be further clarified in the design contract.
04应征要求Application requirements
(1)本次国际方案征集设资质要求,应征机构(含联合报名)须有城乡规划编制甲级和建筑设计甲级,采用公开报名的方式,国内外设计机构均可报名参加,本次征集不接受个人及个人组合报名,允许联合报名形式参加。
(2)应征机构(含联合报名)均必须具有合法注册并在有效期内的营业执照或合法证明。法定代表人为同一个人的两个及两个以上法人,母公司、全资子公司及其控股公司,不得同时报名参赛。
(3)业绩要求:应征机构(含联合报名)需提供1个面积不少于100公顷的国内历史文化街区相关规划方案业绩(包括保护规划、更新规划等)。
(4)项目牵头负责人须提供1个核心保护区面积不少于18公顷的国内历史文化街区相关规划方案(含保护规划、更新规划等)。
(5)团队中须有专业的产业策划人员或团队全程参与.
(6)负责本次方案征集设计工作的主创设计师需参加入围评审的答疑汇报等工作,如在本次国际征集过程中发现主创设计师与报名材料所提交的团队人员名单不符,主办单位有权取消其参加资格。
(1)There are qualification requirements for this international program recruitment.The applicant institutions(including joint registration)must have Grade A for urban and rural planning and Grade A for architectural design.Through the method of public registration,design institutions at home and abroad can sign up for participation.This recruitment does not accept individual and individual combination registration,and joint registration is allowed to participate.
(2)Applicants(including joint registration)must have a business license or legal certificate that is legally registered and within the validity period.Two or more legal persons whose legal representatives are the same person,parent companies,wholly-owned subsidiaries and their holding companies shall not shall not submit applications simultaneously at the same time.
(3)Performance requirements:Applicants(including joint registration)need to provide the relevant planning plan performance of a domestic historical and cultural block with an area of not less than 100 hectares(including protection planning,renewal planning,etc.).
(4)The person in charge of the project must provide a relevant planning plan for a domestic historical and cultural block with an area of not less than 18 hectares(including protection planning,renewal planning,etc.).
(5)The team must have professional industrial planners or teams to participate in the whole process.
(6)The main creative designer responsible for the design of this plan needs to participate in the Q&A report of the shortlisted review.If it is found that the main designer does not match the list of team members submitted in the registration materials during this international collection process,the organizer has the right to disqualify him.
05参赛奖金Bonus
主办单位按程序审核设计机构提交的方案选出5家入围机构,然后在5家入围应征机构中最终确定一等奖一名,二等奖两名,三等奖两名,并由主办单位最终公布名单。一等奖为中选方案与主办方签订合同,其他获奖者获得补偿奖金(含税):
一等奖(中选方案):获得人民币叁佰贰拾万元整(小写¥3,200,000元,含深化费),知识产权归主办单位。
二等奖(2名):各获得奖金人民币捌拾万元整(小写¥800,000元),知识产权归主办单位。
三等奖(2名):各获得奖金人民币陆拾万元整(小写¥600,000元),知识产权归主办单位。
入围的设计单位获招标人支付的设计投标补偿金后,招标人有权采纳其优点。所有提交方案署名权属原设计单位,所有权归招标人所有。
The organizer selected the program design results submitted by the design agency of the Program Review Expert Committee according to the procedure for evaluation of the five shortlisted institutions.And the final list of winners will be announced by the organizer.Submit the design results of the program on time,meet the technical requirements of the collection documents,and get a bonus(including tax)after passing the review:
First Prize(Winning Scheme):RMB 3,200,000(CNY¥3,200,000),which includes the fee for detailed design development,and the intellectual property rights belong to the organizer.
Second Prize(2 awards):Each will receive RMB 800,000(CNY¥800,000),and the intellectual property rights belong to the organizer.
Third prize(2 awards):Each will receive RMB600,000(CNY¥600,000),and the intellectual property rights belong to the organizer.
After the shortlisted design unit receives the design bidding compensation paid by the tenderer,the tenderer has the right to adopt its advantages.The signature right of all submitted plans belongs to the original design unit,and the ownership belongs to the tenderer.
06时间计划Time Schedule
本公告发布之日起至北京时间(GMT+8)2026年01月26日17:00前,项目应征机构应向主办方提供资格预审文件进行确认。项目主办单位计划于2026年01月30日(暂定)发放任务书及设计资料,并应征单位签订保密设计。
The deadline for receiving the pre-qualification documents of applicants for this project plan is from the date of promulgation of this announcement to 17:00 Beijing time(GMT+8)January 26,2026.The project plans to solicit the organizer to issue design materials on January 30,2026(tentatively),and the shortlisted applicants will sign a confidentiality agreement.

1、设计机构保留参赛所提交的建筑概念设计文件的版权,主办方享有对入围方案建筑概念设计文件的使用权,供主办方用于本次竞赛工作的后续整合深化。未经主办方同意,设计机构不得将获奖方案用于其他项目。主办方有权对入围单位提交的所有设计、运营方案等成果进行无偿使用,包括在评审结束后公布评审成果,并通过传媒、专业杂志、专业书刊或其它形式介绍、展示及评价设计成果。所有应征文件在评审后不退还应征单位。
2、设计机构应保证设计成果中所有内容均为设计机构原创,不得包含任何侵犯第三者知识产权的资料。如发生侵权行为,将由涉及侵权的设计机构自行承担一切法律后果。
3、主办单位提供的所有基础资料(包括:文字、图纸、电子数据等)均受版权保护。仅为本次征集活动使用,不得作其它用途,未得授权任何人不得将内容复制、改编、分发、发布、外借、转让,否则将依法追究其相应法律责任。4、征集及方案设计活动结束前,设计机构或其设计人员未征得主办单位的许可,不得以任何方式披露、公开或展示设计成果,否则将依法追究其相应法律责任,并取消其参与本次征集活动的资格。
5、相关知识产权条款及细则以后续签订的合同条款为准。
1.The design institution shall retain the copyright of the architectural concept design documents submitted by the participants,and the Organizer is granted a license to use the architectural concept design documents of the shortlisted plan for the follow-up integration and deepening of the organizer’s work in this competition.Without the consent of the organizer,the design agency shall not use the award-winning plan for other projects.The organizer has the right to use all the design,operation plans and other results submitted by the shortlisted units free of charge,including the publication of the evaluation results after the end of the review,and the introduction,display and evaluation of the design results through the media,professional magazines,professional books or other forms.All application documents will not be returned to the application unit after review.
2、The design Institutue shall ensure that all content in the design deliverables is original and does not contain any materials that infringe the intellectual property rights of third parties.In the event of infringement,the design Institutue involved shall bear all legal consequences on its own.
3、All the basic information provided by the Solicitation Agency(including text,drawings,electronic data,etc.)is protected by copyright.It is only used for this solicitation activity and cannot be used for other purposes.Without authorization,no one may copy,adapt,distribute,publish,lend,or transfer the content,otherwise they will be held legally responsible.
4.Before the end of the solicitation and scheme design activities,the design Institutue or its design personnel shall not disclose,publicize or display the design results in any way without the permission of the host unit,otherwise they will be held legally responsible and their qualifications for participating in this solicitation activity will be cancelled.
